HOW CAN INTERREG HELP YOU?

Cooperation, collaboration and community engagement are at the heart of Interreg Europe. These ‘3 C’s’ are incorporated into our two main support services with the aim to aid understanding and critical thinking by creating space for new ideas, different perspectives and collective learning.

1. Interregional Cooperation Projects

Interreg Europe will co-finance up to 85% of project activities that you carry out in partnership with other policy organisations based in different countries in Europe.

Through interregional cooperation projects, you and your partners must identify a common interest and then work together for 3-5 years.

2. Policy Learning Platforms

The four Policy Learning Platforms aim to facilitate continuous learning among organisations dealing with regional development policies in Europe in order to improve the way they design and implement their public policies in the areas Interreg supports, which are as previously stated:

  1. Research and Innovation,
  2. SME competitiveness,
  3. Low-carbon economy,
  4. The environment and resource efficiency.

H2020 The Eurostars programme

'Industrial Leadership' > 'Innovation in SMEs' >

- EUROSTARS -

Eurostars is a programme that supports research-performing small and medium enterprises, which develop innovative products, processes and services, to gain competitive advantage.

The Eurostars programme is a funding and support programme, aimed at R&D-performing SMEs that wish to exploit the benefits that come with international collaboration.

Eurostars is a joint programme between EUREKA and the European Commission, co-funded from the national budgets of 34 Eurostars Participating States and Partner Countries and by the European Union through Horizon 2020.


EUROSTARS PROJECTS:

  • Transnational,
  • Started and led by an SME,
  • Involve at least two partners from two different Eurostars participating country,
  • Involve at least one other partner from another Eurostars participating country, and
  • Last no longer than three years.

ELIGIBILITY:

  • The project leader is an R&D-performing SME
  • The project leader is from a Eurostars Country; i.e. a Eurostars Participating state or a Eurostars Partner country
  • The project contains at least two legal entities that are independent of one another
  • The consortium is a partnership hosted by at least two different Eurostars countries; i.e. a Eurostars Participating state or a Eurostars Partner country. 
  • The budget (excluding subcontracting) of the R&D-performing SME(s) located in Eurostars Participating state(s) or Partner Country(ies) is equal to at least 50.00% of the total project budget.
  • No single entity is responsible for more than 75.00 % of the project budget.
  • The participant(s) from a given country may not be responsible for more than 75.00 % of the total project budget.
  • The project duration is 36.0 months or fewer
  • Market introduction is within 24.0 months of the project’s completion.
  • The project meets the EUREKA criteria and must have a civilian purpose.
  • Each of the participating organisations in the consortium is a legal entity in the host country.
  • None of the participating organisations have convictions for fraudulent behaviour, other financial irregularities or illegal business practices.
  • None of the participating organisations have been declared bankrupt or are in the process of being declared bankrupt.

H2020 Fast Track to Innovation Pilot

- FAST TRACK TO INNOVATION PILOT -

The Fast Track to Innovation (FTI) pilot is a fully-bottom-up measure in Horizon 2020 to promote close-to-the-market innovation activities, and open to all types of participants.

Works together and deliver innovation onto the market and/or into society – should nurture trans-disciplinary and cross-sectoral cooperation.


AIMS:

  • Reduce time from idea to market,
  • Stimulate the participation of first-time applicants to EU research funding, and
  • Increase private sector investment in research and innovation.

Proposals should build on a business plan, and focus foremost on achieving high impact (corresponding to a score of minimum 4 out of 5 during evaluation). As for proposals for other Horizon 2020 innovation actions, “excellence” and “implementation” will also be assessed, yet only if the minimum threshold for “impact” is achieved. Other factors playing a role during the evaluation process will be the size of the budget allocated to industry participants (especially SMEs), the number of industry participants and gender balance of the staff representing the consortium in the proposal.

WHO CAN PARTICIPATE?

Proposals for funding must be submitted by consortia comprising between three and five legal entities established in at least three different EU Member States or countries associated to Horizon 2020. Actions funded under the pilot are to be ‘business-driven’ because they are intended to give promising innovation ideas the last push before entering the market. Therefore, substantial industry involvement in FTI actions will be mandatory to ensure quick market take-up (‘quick’ meaning within a three-year period after the start of the FTI-action). This industry involvement will imply:

  • Either the allocation of at least 60% of the budget to industry participants in the consortium,
  • Or the presence of a minimum number of two industry participants in a consortium of three or four partners, or of three industry participants in a consortium of five partners.

Proposals will be evaluated and ranked and funding decisions taken after three cut-off dates each year. The 2015 deadline have now passed. The cut off deadlines for 2016 have not yet been announced.

SMEs are recommended to apply for Phase 1, but may also apply for subsequent phases depending on the progress of their proposals:


- PHASE OVERVIEW - 

PHASE 1. CONCEPT & FEASIBILITY ASSESSMENT

Idea to concept (6 months)

The European Union will provide €50 000 in funding, and carry out a feasibility study to verify the viability of the proposed disruptive innovation or concept.

The SME will draft an initial business proposal (around 10 pages).

 

PHASE 2. DEMONSTRATION, MARKET REPLICATION, R&D

Concept to Market-Maturity (1-2 years)

Assisted by the EU, the SME will further develop its proposal through innovation activities, such as demonstration, testing, piloting, scaling up, and miniaturisation. It will also draft a more developed business plan (around 30 pages).

Proposals will be based on a business plan developed on phase 1 or otherwise. The EU aims to contribute between €0.5 million and €2.5 million.
 

PHASE 3. COMMERCIALISATION

Prepare for Market Launch

SMEs will receive extensive support, training, mentorship and facilitating access to risk finance as the project is further polished into a marketable product.

Additional support and networking opportunities will be provided by Enterprise Europe Network (EEN).

The EU will not provide additional direct funding in this phase.
